拿到進入的“許可證”之后，某些產品還應按照有關規定進行裝運前預檢驗，比如一些價值較高、涉及人身財產安全、健康、環境保護項目、風險比較高的產品。
之后就進入程序中重要的環節：到貨檢驗。這是在正式使用前判斷產品是否合格的終判斷依據。裝運前檢驗只是一個初步評價，可能發現一些問題，提出改變的意見，如果到貨檢驗時發現沒有解決，依然可以退貨。也就是說，到貨檢驗可以否定裝運前檢驗。
